BTW...Ryzen 5000 CPU's don't really benefit from overclocking anyway, so no OC isn't really a problem. The best thing to do for one is undervolt using Curve Optimizer which helps it run cooler if anything else. You may not see it as lower temperature but instead a higher clock, and performance, at the same temperatures as previous. That's the way the boost algorithm works: it pushes performance to a temperature if it has sufficient headroom with other parameters.

I'd feel comfortable using that DR4 cooler. It may or may not be "the best", but it's quite good enough to get great performance from the CPU, safely. Just be sure to have decent case ventilation so it's not ingesting the hot GPU exhaust when gaming.
