Question Ryzen 9 3900x overclocking voltage between 65 and 105W

Hi!
I have a Ryzen 9, 3900x installed in a mini ATX case.
It's all pretty cramped, and I could fit a closed loop watercooling system with single fan.
The system isn't enough to keep the ryzen running at it's stock 105TDP setting, the CPU will start thermal throttling and the cooling system gets very hot.
Coincidentally the 3900X's speed on all cores drops to the same speed as on it's ECO mode (65W), 3,5Ghz.

I believe at 65W I have some thermal headroom, and can increase the CPU frequency on all cores, while at the stock 105W, the voltages are too high to sustain in this situation.
So I believe the best setting for this case scenario, would be an equivalent of ~80W TDP.

I know I need to adjust core voltage.
At 65W, core voltage in Bios shows 1,225V. Is this idle, or with all cores under load? (I have a Gigabyte Aeolus Wifi, AM4 mini ATX motherboard).
I want to know what is a safe voltage, allowing the CPU to operate between 65W and 105W?
And do I just need to adjust core voltage, or any other?
Gigabyte offers a lot of voltage options for AMD CPUs!
