Question Ryzen 9 3900x temperature goes up to 95 with water cooling | Is there a way to lower the cpu temp?

Hello, I got a problem with my Ryzen CPU: the temp goes up to 95 degrees when I play or I benchmark my system
I've already tried to use the cooler that comes with the CPU, change the thermal paste, enable the "ECO mode 45W" setting in the BIOS, change the fans position (mount them on the back or on the front of the radiator), and set the energy combination option in the control panel to "energy saver mode", but, obviously, nothing changed.
I think I should downlock the CPU to get lower temps, but every time I tried to changed the voltage or clock speed the computer shutted down. For example, some hours ago, I set the clock speed and the CPU voltage in Ryzen Master to the default manual setting (Clock Speed 3.000 | Voltage 1,1875) and when I applied the computer shutted down.
Maybe there is another solution without dowclocking the CPU, but, as I told before, I've already tried a bunch of things that didn't change the situation.
