Safe to use ionising air gun to clean PC ? Effective ?

Hi,

I have read comment avoid using vacuum cleaner to clean PC which might cause static electric on PC components, and avoid compress air which might cause water.

to clean PC (including power supply, mobo, etc) ?

Is it safe ? Is it effective ?
 
The distributor here do not carry Datavac, they do have other vacuums 🙁 Try to get from ebay but the price with s&h is too high, 2x.

So, anyone has experience of those two items that I mentioned ? The airbrush pump has a water filter, not sure if someone has used the pump and can share if the air still moisture ?
