I just got and installed 2 case fans Cooler Master SickleFlow 120 ARGB and noticed that in Asus Armoury Crate - Fan Xpert 4 there is a slight difference in max RPM between the two fans, Is that okay or normal ?

You have two displays taken at two different times
The first, fan 3 was for when the cpu was at 28c, and lower on the fan curve than fan 4 which ramped up the speed a bit because the cpu was a tad hotter at 33c.
If you swapped the fans, I bet they would really be identical.

Thanks for the note.

However, what i was concerned about is Maximum Speed shown at the right for each fan not about the running /on current speeds for each one.

Even identical fans actually operate at slightly different speeds given the SAME power signals from the host header. That's just variability between units of the same design. My guess is that, at every start-up your system notes the max speed of each fan when told to run full speed and reports that on your screens. It just happens that there is that much difference in max actual speeds between those two fans. This is NOT a problem.

FYI, it is NORMAL on EVERY start-up that each fan header first starts its fan at full speed and verifies it is running, then slows it down to the speed required at the current measured temperature.
