Question Samsung 970 Evo Plus stuck at Gen 2.0 x 2

I recently purchased a 970 evo plus with advertised speeds of up to 3500 MB/s read (yes i know i wont reach the full 3500) but Samsung magician states that the drive is stuck at PCIE 2.0 x2 instead of PCIE 3.0 x4. I checked GPUz to make sure my 2060 is running at 3.0 (and it is) using x16 lanes.

In bios, I have all PCIE options set to gen 3 (not using any gen 2) and have tried the x4 x4 option as well as the x8 x4 x4 config and still stuck at gen 2x2.

PC Specs:

MOBO: MSI Z97 Gaming 5
CPU: i7 4790K @ 4.00 GHz
CPU Cooler: 120mm Corsair Liquid (model discontinued/can't find)
GPU: MSI RTX 2060 Gaming Z
Main storage: 970 Evo Plus 1 TB
Additional Storage: 1TB HDD (unsure of the RPM's)
PSU: Corsair CX500M
MEM: 32gb of Corsair Vengeance @ 2133 MHz

It's not stuck...
1 x M.2 Key M Socket supports type 2280/2260/2242 storage devices in both PCIE Gen2 x2 & SATA mode

The maximum allocated to that M.2 slot is PCIe Gen2 x2. Except for changing the platform, you won't be able to get anything above what's allocated on the board.

Another thing I caught, you might want to ditch that expensive paper weight of a PSU as soon as possible. The green label PSU's from Corsair are component killers.
