And I am simply asking...have any of the SSDs you've purchased and used come close to their TBW number?

"second hand SSD" is not even on my radar.
I already answered this Question , no they did not , and I said I never used 4TB large SSD yet . so your question is out of subject.
 
One question: is a pci 4.0 version of an ssd drive backward-compatible with a pci 3.0 capable chipset/Nvme-slot?
Could the 990pro ssd be used in an older Mainboard and would it still have any performance benefits over some older drives such as the 970 line?

Yes.
They are forward and backward compatible.

Of course, you only get the performance of the slowest device. The drive or the port.

Random IOPS performance.

"Bleeding Edge" is generally not where you want to be, unless you are obsessed with getting the best benchmark results and have unlimited funds and time.
Maybe a better target is "Great performance for my workload at reasonable cost".

Honestly 2TB is too small for a mainline ssd drive now for game storage.
I need at least 4TB for all my games I currently have installed.

Someone once described tech progress as being similar to surfing a wave.
Too far back, and you fall off and sink.
Too far forwards and you end up in the surf machine and you can get washed.
The sweet spot is just a litttttle bit behind that.
