The CPU will have it's clockspeed dynamically altered depending on load. At least, I would assume.
Now, as for the articles saying this "This product will have the data processing capacities of a regular PC", this is a straight lie.
Maybe equivalent to a 2GHZ pentium 2 (Yes, I said Pentium 2, the one after the Pentium Pro), but not a modern x86 2GHZ processor. Well maybe close to the atom 😉 but still a bit less I would think than the atom clock for clock.
It simply wouldn't be possible without a major jump in power usage / transistor count
