sapphire nitro r9 390 overclocking probs?

Hello guys !
well i don't have a problem while overclocking my graphics but i cant overclock it high
i can overclock it from 1010 to 1078 . anything after that my gpu starts to show artifacts .
so my question is is this some kind of problem with my mobo or my psu or is it that my gpu chip sucks! the parts are :-
psu ;- Corsair VS650 - 650 Watt Power Supply
mobo :- gigabyte z97 d3h
gpu :-sapphire nitro r9 390

I can assure you it is not a wattage problem. Maybe a defect GPU. I would just not overclock tbh the 390 is already a very good card there is no reason to overclock so little for little performance gain.
