Question Sapphire r9 380 (4GB GDDR5) not compatible with Lenovo Is6xm?

Working on a hand me down PC for someone and having trouble with it. When the machine is turned on with the GPU installed, it never boots, but all the fans spin up. I have the exact same problem as a thread posted here about 2 years ago that was never actually solved. (https://forums.tomshardware.com/threads/mother-board-for-radeon-r9-380x.3193784/)
Working with a:
CPU: Intel i7 2600
Motherboard: Lenovo Is6xm
GPU: Sapphire r9 380
PSU: Cooler Master RS 550 PCAR E3
8 GB RAM (not sure which DDR version, most likely 3)
128 GB SSD
2TB Western Digital HDD

When the graphics card is not installed, the computer is able to be used perfectly fine through on board CPU graphics, but once it's installed, it never does.

First of all your PSU, Cooler Master RS 550 PCAR E3 , is a suspect regardless of your problems. You may want to read this review from 2010. Especially page 9.

I thought that at first, but it's still odd that I'm getting the same exact problem with the same hardware, different PSU.
