Scratching, Hissing noise coming from CPU area

Okay, so I bought a used Dell computer on Craigslist and everything seemed fine in the old case. I moved everything to my bigger case and sometimes around the CPU will make a scratching sound. Usually it makes it when the computer is on idle or under certain loads, not too high or low. I didn't use the power supply from the old case, instead keeping the Corsair CX430 that has always run fine. My video card does have coil whine, which I always heard when the old motherboard was in there, but this is not the same noise, nor is it from the same area. Is this bad?
 
It might just be your CPU cooler, Try getting rid of any dust in the cooler. Although, if your CPU isn't throttling (Clock speed going down under load, and only if it didn't already do this) and your EZ debug light isnt on for your CPU, you should be fine.
