Question Screen glitch on start up, anyone got an idea as to what this is?

Hi there.
Can anyone tell me what is going on with my screen? This has been an ongoing issue for some time now but seems to be getting worse. Occurs only on start up and persists for about 5 min. When this started happening it was only just covering the task bar and was gone within about 1 minute but now it's going up and "drops" down after a minute or 2. Drivers of gpu are up to date.

Tried multiple DP cables, same result. It only happens on start up once but when I restart my pc in the same sitting it will not come back again. Next day same scenario. Did a sfc scan but no problems there, bios updated to no avail. No corrupt or faulty drives according to Crystaldisk. Running multiple OCCT tests right now on the gpu.

How old is the monitor? t\The picture looks like it is the monitor itself. Can you plug your pc into another monitor or a tv? If it does not show up when checking another monitor/tv then you know it is your monitor.
