Screen saver not starting?

I have configured the screen saver on my Windows XP Pro to start after 10
minutes. The machine is a member of a domain, but I don't think there is a
screen saver policy in effect. The problem is that recently the screen saver
does not start no matter how long my machine has been idle. It used to work
before.

I have looked at some KB articles, but haven't found any that resolves my
problem.

Any ideas on how to fix / troubleshoot this?

Some application running in the background may prevent Windows from
seeing this machine as idle. Check, if these texts can help you find
out, whar software this is:

I would really hope that a could have a screen saver kick-in even if the
machine is NOT idle. I would like the screen saver to kick in when there
isn't a USER interacting with the machine (console) for X minutes.
Background programs should be able to run without affecting the screen
saver.

Depends. If the software makes Windows think that a user is
interacting, the screen saver will not start...
