windows 10 pro, acer R240HY monitor with acer specific drivers installed
windows says 1920 resolution recommended but screen goes beyond monitor bevel, ie, can't see windows icon far lower left because its beyond the bevel
if I select 1680, the next lowest resolution, vertical screen is ok but horizontal is cut off 1" both left and right, so I'm missing some screen area that I would like to have.
so with the acer drivers installed not sure if its a windows thing, or acer thing, or even a hardware thing
 
the monitor has vga, digital, and hdmi, I have the same issue with 2 different machines attached to the monitor via a IOgear kvm, one older msi laptop and the other a 2014ish hp elite small factor, both run win10 pro, both using vga. in the past I had newer hp with hdmi only, got hdmi to vga adapter and that setup thru the kvm and that worked ok. I thought I remember somewhere in the past adjusting display size via the monitor itself with its on board menu's for contract, bright, deguass, etc. but can find any adjust ment like that on this monitor. these onboard menu's on the monitors can be hard to navigate!
 
did the monitor have auto adjust button?
or since its a VGA cord, try Full scaling from TV menu (I don't remember whats the settings name)

I don't know if VGA has this option, but try to overscan
you can find it from AMD or Nvidia display setting
 
ok found it, one of my osd menu choices is auto, it is one of 5 menu choices,

Empowering: Press the Empowering Key to open the Acer eColor
Management and access the scenario modes.

Auto: Press the Auto button to activate the Auto Adjustment
function and the monitor will automatically optimize the
display position, focus, and clock of your display.

Menu: Press the Menu button to activate the OSD menu.

Volume: Press the Volume button to adjust volume. (Optional, only
Audio-Input Model)

Input: Press the Input button to select from different video
sources that may be connected to your monitor. (Optional,
only Dual-Input Model or HDMI-Input Model)

when press and holding the auto button, it flashed by "configuring" and voila it results in a full screen, ie. on the laptop system it is the screen on the laptop screen

there is one thing that is still very weird but I can live with at this point, I can still slide a window past the edge of the screen bevel if I keep moving it beyond the edge it eventually flashes back onto the screen with its original width and full vertical size from top to bottom bevel and all the other windows that were on screen are made smaller all the same size. when I click on any of them they also change size to a full vertical size and some predetermined width. from there I can resize them to what I want. as I create new windows and move them around, I will probably notice if they go beyond the bezel and I will put them back.

I will have to check the behavior of other monitors. I seem to remember that when the screen showing is full size within the bevels, that any windows on the screen are contained to that size, ie, if I move to any of the 4 edges of the bevel, I will be stopped there and not be able to literally move the window past the bevel, which IMHO is the best solution. If you can check this on your monitor and post back I would appreciate getting the feedback.
 
well, I can't help you by checking my monitor as I use HDMI with 4% Overscan (GPU doesn't support VGA and DVI doesn't match)
due to Project Cars full resolution messed up the Overscan, I have 1" cut-off like yours even when out of the game, but I don't really mind it
