Seagate external hard drive not detected at all in windows but works just fine on macbook air

im trying to figure out how to use this external hard drive i was given on my windows pc
plugging it into my windows 7 64bit pc through any of the usb ports does absolutely nothing. it does make the windows ping noise like something is being plugged in but that is it, no drive on my computer, no drive for it in disk management and nothing at all in device manager.
now i go over to my macbook air and plug it in and it works just fine.
i have tried plugging it into my macbook air and reformatting to fat, exfat, and ntfs. i have also tried formatting the disk to a mac os extended format and trying to see if i could get the drive to be recognized on the pc with macdrive but still there is absolutely no detection on the pc. i know the usb works and i know the external drive works. just something is halting it on the pc.

im wondering could firmware cause an issue like this? my problem is i have no idea what model number this drive is and all i can say is that its a seagate 750gb, there is a p/n and s/n on it but can't seem to find a model number.
 


thank you for the answer however like i said this hard drive shows up no where in windows, including disk management. tried the command line to see it if would show up there and once again it doesn't show up. is there a way to do this from mac ? besides disk utility on mac? i have already tried that. thanks though
