Question Second hand processor

Hello i would like to buy a intel i7 - 860 at 30$, But it looks kinda weird. Here is a photo of it

I heard that it can be from the thermal paste getting hot? Or is it something else? Let me know!

Almost looks like they didn't or couldn't get all the paste off. But that is a pretty old CPU. What are you doing with it? If trying to game, probably need heavy overclocking to have a chance if that can be overclocked.
