So my mom was the one who got me a graphics card and she doesn't game at all she uses Facebook and email and watches some videos

I wanted to for Christmas to upgrade her parts she has a amd quad core apu 6700 and wanted to get her a new motherboard and a 6 core processor so i was wondering since she doesn't game would a Rx 460 be god enough?
 
I am going to try one of my brothers old motherboards and his old and processor if it works with the 6 core than i know it isn't a internet connection or a virus i will update in an hour
 
If your brother has a masters degree in computer science, he doesn't know anything about how computers actually work. They don't teach that stuff in college.

If a cellphone can watch high quality videos with it's vastly weaker CPU, there's something else going on here that isn't because the APU is slow or doesn't have six cores.

If your brother thinks more cores will help someone browse the internet, he has absolutely zero clue how computers work.

Have you installed the graphics drivers for the APU?

fundamentally we don't have enough information to diagnose what is causing your problem. BUT everyone here is certain that the APU should be able to cope.

I assume we are talking about 1080p video with a std stereo audio track and not 4k with 5.1 or anything daft like that.

You've given us temps and overall utilisations, what about core by core utilisations, core clock speeds, memory usage, what's using the cores, network utilisation, network speed between you and the router (not to the outside world). Is GPU acceleration turned on for browsers, how much ram are you assigning to the igpu, what is it's core clock, is this the case regardless of what video player is used, what codecs are being used by the videos, what format are the videos. Is this a licensed version of windows, it is activated?

those are the questions i can think of to start with, one of them will give us the clue as to what's causing this.

I play full MKV's from an i3-2310M (35W) laptop with 5.1 downmixing to stereo, using about maybe 20-25% of CPU power. I have no issues with video on any other format on the same hardware.
 
It it was just normal clock speeds my mother doesn't know how to over clock but as i said i tried replacing it with a 6 core processor one of my brothers old ones and the videos loaded just fine
 
It is just videos from youtube , Facebook, yahoo etc. 2gb of ram to the igpu, full windows 10, she no problem with network speeds she can load things fast Facebook comes up YouTube comes up yahoo loads just videos cannot be played.
 
But replacing the motherboard with a different one with he same socket as the apu didn't work but using a different processor as a test i watched YouTube for about 30 minutes went to my Facebook found a video played it no problems
 
power settings in windows? That's all i've got. But i did mean actual clock speeds, is it running at the speed you think it is running at? and what is the network speed, 10/100/1000? or wifi? could be a QOS issue. (but doesn't explain it working under other conditions.). Does it affect all browsers?
 
It affects all browsers, i don't see how the internet can be the problem when my dad can load things up like Facebook and other websites with the same build he doesn't watch videos but the internet is good it is not slow or a faulty internet connection but the apu is running at the stock speed no slower
 


Same for my i5 2430m, which isn't all that much faster, than your i3.
 
More than likely it was not the APU, it was a codec issue. While AMD and windows are pretty decent about utilizing codecs, YouTube especially isn't, much depends exactly how the video was recorded, what instruction sets were used etc. If the drivers for the APU were lacking codecs for maximum performance, they'll use the next best thing or a generic codec that will probably need to be translated first, so cpu usage skyrockets and videos suffer due too poor translation. Video card drivers usually contain many more codecs and are optimized for video usage, so while the APU should be ample for mum, its lack of codecs and driver support is a disability compared to a low grade gpu. The cheapest fix would have been to Google video codecs to add to the driver supply which would support a broader range of videos and instruction sets usage.
 
You don't want to listen to people who are trying to help and save you money, go to a different forum what will tell you what you want to hear or since your brother knows so much he could recommend a video card for you.

You could also try putting your Gpu in the system now to see if it plays, you don't need new cpu.
 
If you really want to upgrade her system, you might consider going to a better APU. Perhaps get her the best of last gen AMD A10-7890 or, in a few months, AMD is releasing their new A12 APU on an AMD A4 socket (Zen/Vega CPU/iGPU). I believe they have one called a Bristol Ridge APU that is like an A12-8800 APU coming in late January. It will use fully capable R7 360/370 comparable graphics processor in it. It's worth a look and should be not unreasonably priced.
 


I'd get your brother to advise you on upgrades.
 


My mum can run videos just fine with her Core2 Quad Q6600 and an Intel Q43/Q45 Express Chipset just fine, even with our rubbish internet connection
