[SOLVED] Seemingly random constant http failures in Windows 10

I've been trying to diagnose this problem for about a week now with little success. I have a custom built windows 10 PC that has consistent issues loading content/downloading on various websites (http requests seem to outright fail). In other areas, though, the connection seems fine (speed test, downloading steam games, etc.). Some example screenshots here:

If you check the screenshots above, on Twitch, for example, a large number of images fail to load for some reason. I had to download the windows 10 media creation tool on another computer while troubleshooting because, as in the screenshot, it refuses to download.
Things I've tried:
  1. Reinstalling windows (fresh, from USB)
  2. Trying various network drivers
  3. Installing a dedicated ethernet card instead of using on-board LAN
  4. Trying different browsers (exact same failures on Chrome, Firefox, Edge), as well as using no browser addons
  5. Updating motherboard bios
Other troubleshooting notes:
  1. No other computer on my network has these issues (windows 10 laptop, m1 macbook, phone, etc.).
  2. I've connected both my laptops using the same ethernet cord to ensure the cord/router ports are both functioning, and both laptops were able to load everything just fine.
  3. I didn't see any obvious errors in the event viewer, but I'm not super familiar with looking through it.
I'm at a loss here. It almost feels like it's something hardware related since it's just limited to this PC, and the fresh install I did had no effect. Any ideas for further diagnosis would be super helpful.

DNS server is set to automatic, although I did try changing to Google's, didn't seem to change anything.

For the network response, in Firefox for the failed images, I just see a lot of NS_BINDING_ABORTED. In Chrome, the image requests that don't load immediately sometimes eventually load, but take around 20s, others are just stuck as pending forever. For the download, I see an http 200 response, but the download fails after 10 seconds or so, stop receiving any bytes beyond around 1 MB.

I don't have asus gamefirst lan utility installed.

No vpn, no 3rd party antivirus (I did originally have malwarebytes installed, which did initially turn on their free trial for their active suite, I disabled it and had already uninstalled to rule it out). I guess there's always a chance malwarebytes left something behind?

Yeah I had tried changing a bunch of stuff with the NIC driver (as well as the onboard) manually setting duplex settings etc., but it didn’t seem to have any effect. I’m wondering if I should get a non-intel NIC just to see if that makes any difference…
