I've been trying to diagnose this problem for about a week now with little success. I have a custom built windows 10 PC that has consistent issues loading content/downloading on various websites (http requests seem to outright fail). In other areas, though, the connection seems fine (speed test, downloading steam games, etc.). Some example screenshots here:

If you check the screenshots above, on Twitch, for example, a large number of images fail to load for some reason. I had to download the windows 10 media creation tool on another computer while troubleshooting because, as in the screenshot, it refuses to download.

Things I've tried:
- Reinstalling windows (fresh, from USB)
- Trying various network drivers
- Installing a dedicated ethernet card instead of using on-board LAN
- Trying different browsers (exact same failures on Chrome, Firefox, Edge), as well as using no browser addons
- Updating motherboard bios
- No other computer on my network has these issues (windows 10 laptop, m1 macbook, phone, etc.).
- I've connected both my laptops using the same ethernet cord to ensure the cord/router ports are both functioning, and both laptops were able to load everything just fine.
- I didn't see any obvious errors in the event viewer, but I'm not super familiar with looking through it.
