That's easy. Local taxes have been around for a long, long time. Generally, people don't like it, and do a lot to avoid it, like going to unincorporated areas for large purchases or the old method of ordering through mail order, but not much is really said about it. The Internet comes along and allows people to easily buy things from other states, where they don't have to pay taxes, and people are overjoyed about it. Now, they want to remove that loophole. People don't like it.
