Server does not respond when it restart through remotely

when I restart the windows server 2000 through pcanywhere it does not respond. The server got respond after manually restarting it. can you guide me what's the problem

What to you mean it does not respond? It does not restart when you tell it to remotely? Or what? Exactly what happens?
