Question "setapps.exe - System error" on OS start

I have a fresh install of windows 10 pro on a Lenovo Thinkpad E15 Gen 2 laptop. It sometimes boots into the OS and gives me this error, the OS then becomes unresponsive and I have to restart the computer. After a restart the OS will boot without errors and runs without issues. It seems to happen randomly about 20% of the time I'm booting into the OS. Anyone know what is going on here?

thats some lenovo bloatware
you can either uninstall it, or install missing redistributables, install both x32 and x64
