Setconfig error

I am getting a
'Setconfig.exe - application error.' [title bar]
The instruction at '0x00000000' referenced memory at '0x00000000'. The
memory could not be "read".'

Why would this error appear? It happens every time I turn on my computer.

Please help! thanks
