I built a brand new pc, all new top of the line hardware just so I can play new games at decent frames, but I can get this installation down so I can finally boot to home screen.

First my windows install wouldn't finish onto my Samsung 970 pro m.2, so I go check the bios, it shows it as storage but not as a boot option. That's weird. I search online and turns out it won't show up unless you're in csm mode. So I changed to csm and set it as my primary boot, then booted from the USB that my windows installer is on, got windows 'most' of the way installed, but now it stops me during set up and says "windows could not finish configuring the system. To attempt to resume configuration, restart the computer."

I've been at it for hours and if anyone can give some advice that is in simple enough language then you just might keep me from having a break down. Thanks friends.

Was the Samsung 970 the only drive connected when you attempted the install?

A complete list of your hardware would help.
Outside of the 970, I had the external with the windows install and some peripherals to navigate bios and install.

I have a nzxt h9 flow case, msi tomahawk x670e wifi, Radeon r9 7950x, sapphire Radeon rx 7900xt, corsair rm1000x psu, corsair icue h150i elite lcd xt cooler, and uhh.. the ram is trident z5 ddr5

Clean target drive before installing windows onto it. Use diskpart clean method.

Have only single storage drive connected.

If windows is installed in UEFI mode, you boot from Windows Boot Manager.

Tried this one already. And the nvme was already new anyways. And it is the only storage. And I can't install in UEFI mode, since it won't even register the m.2 when booted in UEFI.

That doesn't mean, it is not pre-partitioned already.
You have to remove any existing partitioning.
On MBR partitioned drive you can install in legacy/CSM mode only.
On GPT partitioned drive you can install in UEFI mode only.
And I can't install in UEFI mode, since it won't even register the m.2 when booted in UEFI.
If M.2 drive wasn't detected, then you wouldn't be able to install windows onto it.
You just had to find Windows Boot Manager boot option.

I'll give this a go next then

Show some screenshots, to see, how far you're getting.
(upload to imgur.com and post link)

Did you do, what was asked of you?
disconnect install media and
restart your computer?
Yes, I've done that multiple times. All the simple fixes are tried which is why I'm here. And I can screenshot on a pc that cant even get windows installed.
