[SOLVED] sfc and dism scans don’t work

I’m trying to fully reset my pc but I can’t and I’ve been told to try these scans dism.exe and the sfc /scannow. I’ve tried both, tried safe mode and restarted my pc several times but it’s not working. I don’t know what to do im really desperate

I want to reset my PC because I tried to disable some of the Services in msconfig and when I restarted the PC a lot of things changed since then. My PIN deleted, I’m not able to connect to my wireless internet anymore, and a window pops up everytime i restart that says:

System.Runtime.InteropServices.COMExceptions (0x80070422) error were the following:

at System.Management.ThreadDispatch.Start()
at System.Management.ManagementScope.Initialize()
at System.Management.ManagementEventWatcher.Initialize()
at System.Management.ManagementEventWatcher.Start()

Time for an actual reinstall, not a simple 'reset'.

Seems you turned off too much stuff, and it can't even fix itself.

ok how do i do it? i looked it up and everything brings me to Reset my PC which I can’t do
