Should be getting 300 Mbps when I am only getting 100 mbps according to windows

Typical network speeds are 10/100/1000. You want to connect at 1000. That means that every device back to your cable modem that you are connecting through, must support 1000 (gigabit) speeds. Verify your router, or any switches along the way have gigabit ports. Check the model numbers on the internet.
Link speed is not determined only by your end,but also by the device on the other end of the wire (switch,router etc).What does your network look like,do you have a modem/router in your network?If so,what model?
 
You will typically never get that all the time. Even if you are the only one with one device on your network. Are you wifi or ethernet? Any other people on your network? What does your qos look like?
