Question Should GPU utilization in games always be more then 90% ?

Hello everyone.

I had a 10700k, paired with an RTX 4070 Ti 12GB. I used to play RDR2 at 1440p. Settings were in Ultra, but my GPU utilization has never been more then 70% .

Now I've bought a Ryzen 9 9950X and same settings, my GPU still never goes above 81% utilization, and
VRAM usage is around 58%.

Is it normal ? Isn't GPU supposed to Utilize like 90-95%?
I don't think my 9950X is holding back the GPU.
It's a workers CPU for productivity, but it still way more powerful in gaming than my old 10700k.

Am I missing something?
 
Does anybody know why when my game is running, my cores in CCD0 and CCD1 are running?
Is is OK for 9950x?
I took screenshot, take a look please who can understand. And does 9950x need core parking? its non X3D.

BTW I tested my 9950x in Cinebench 2024 rendering . I got 2165 score in multi core. While other PC bloggers got 2305 score. But i don't think that will has effect in games.

btw idk if that affected, my RAM memory set to 5400Mhz, I underclocked .

Small update.
With 5400Mhz ram - 120FPS average, Min- 89FPS.

Turned up Ram speed in bios to 5600MHz
Got - Avergae 123FPS , and surprisingly Min - 115FPS.
I guess it affects minimum FPS more.

I haven't tried put on Expo 1 yet. I just want stability more .
 
Ehh I read on forums and reddit .

Somebody said that 5600mhz It's official supported by Asus . That's means that they tested at this speed and guaranteed stability at that speed. For some reason they didn't stated 6000Mhz.

And I just afraid .
