i recently built a system which included a faulty card which I have sent back leaving me with no graphics card. Do I wait for RTX 3000 series 3070 release and wait a few months with no PC or do I purchase a 2070 super for now and purchase a 3070 later on?

Solution
1080p 140hz. i have seen the ampere cards don't perform all that different at lower resolutions? my thinking is buy a 2070 super which fits into my current system nicely and then build something in 2021 bases around a 3080 or 70?
Wait for reviews of the 3070 but I feel it’s likely still overkill for 1080p 144Hz. This is a deliberate tactic by NVidia to hold back the 3060 or whatever they call it as some people will go 3070 as the don’t want to wait. Seeing as the 3080 crushing 1440p 144Hz and the 3070 should not be far behind it I expect neither are the best choice for 1080p 144Hz but just the only choice in the near future.

If you can afford to wait, i'd wait, especially since the new AMD gpu's are being released next month
It will bring more competition and maybe even price drops

and that includes former gens :)
I want to wait because i know the value of the new cards its great! but i havent had a pc for a month now and the weather is getting cold lol
