I have Intel core-i3-4160, two core @3.60GHz, running on built-in graphic card on an Asus H81M-E. I am gonna work on blender and animation and my budget is tight, either I can upgrade to Ryzen and Ryzen Mobo or I can buy a graphics card and install it on this mobo for the time being. What do you guys think?

Solution
If you can only afford one or the other, a whole new Ryzen platform with integrated graphics is probably the best start.

Your old i3 is pretty minimal for any Blender work.

Add a GPU later, when/if prices settle down.
What country are you in, and what budget do you have?

An upgrade to a 5600G is what you want, a dual core in blender isn't going to drive any GPU you are likely to buy anyway.
