There are no 3200mhz kits on the motherboard support list.

If you wanted to go with a cpu upgrade to the latest 5000 series you would need a motherboard upgrade. There are other options, for example the 3600 would work well with you current board and be a decent cpu upgrade. However as I have said a couple of times I would try your current setup first, you may be happy with it.
lets just say 144fps 1080p and medium/high settings
The 1600 will do a good job but I should have also asked what exact RAM you have as that impacts Ryzen performance significantly. However there are games where a 1600 cannot push 144fps but will still deliver good fps. A better cpu would allow 144fps in nearly all games apart from a few exceptions like FS2020. There is no reason not to try the 3060Ti assuming your psu is up to the job. Then if you are not happy in your games with the FPS you can look at cpu upgrades.

What motherboard and cpu cooler do you have. There are likely good upgrade options that will drop in and may only need a BIOS update.

No. I would first try the system as it is but if you compare to benchmarks of games be aware you are loosing anything up to 30% off maximum FPS due to your RAM. Ideally you also want to make sure the RAM is on the motherboards QVL list, first gen Ryzen were more fussy about compatibility and generally topped out at 2933/3000mhz. If you went for a 3000 series cpu upgrade then 3200-3600mhz RAM would be a good upgrade.

If keeping your 1600 then 2933/3000mhz is the maximum you want to choose. If you decide to upgrade to let’s say a 3000 series cpu then 3200/3600mhz RAM would be better. As before, I’d try the system as it is and decide if you need a cpu upgrade or if you are happy with the performance. Then you can decide if also upgrading the RAM is worthwhile.

3600x is not worth the money. You can overclock the 3600 to pretty much the same clocks. In my opinion, the AMD 3600 is the sweetspot.

If you go for a 5600x, you need new RAM, new motherboard as well. That is 600 $. Is it worth the money?
It's always a balance between money vs performance and if it makes sense to you.

If you upgrade your RAM and keep the 1600 make sure the RAM you buy is on that list. Unfortunately 1st generation Ryzen was picky about RAM compatibility and keeping to that list should avoid any compatibility issues.

See you say you have 2133mhz ram, but is it rated for that or is it just running that speed? You don't link a run of userbenchmark which could tell us.

The next way could as well,

download hwinfo,
install and open it=click run,
close the top window which is the system summary,
in the main window at the left top click "save report",
at the bottom of the next window check "Summary for Clipboard",
after that you'll see what's in the pc,
copy by clicking "copy to clipboard" and rightclick+paste in your next respons
