I have now a fx 8350, on 4200 factory settings. And Sapphire rx 570 oc.
In the most games the vga is bottleneck 99%
In Battlefield V 99% the vga, sometimes less and also cpu is around 85-90% in other games the cpu is less, around 50-70% .
If i play with Bf V with 64 players i have 50 fps. With lower pop i have around 70.
And if i change the graphics to low from medium, no fps incrase its the same no matter how much the population...
So im thinking on, should i buy a new cpu, motherboard, ram..but dont know that will be more fps on high populated serves? Or just dont drop below 70 on high pop servers..
Or should i buy a 1060? Maybe i will have more fps.. but how much 5-8, or more? This much do not worth it..
The best solution would be buy new cpu and new vga.. but thats impossible, i cant afford it.
So should i buy cpu? Will it worth?
Im thinking on 7700k and non k, 8600k and non k, ryzen 2600 or 2600x.. and a motherboard plus 2x8gb ram.( now i have only 2x4gb)

It's sound like you have a GPU bottleneck but it seems weird because the RX570 is a good GPU (is it the 4gb or the 8gb?).
You should buy AMD only (Intel doesn't offer something with good value) I recommend on this:
AMD Ryzen 5 2600 - https://www.amazon.com/AMD-Processor-Wraith-Stealth-Cooler/dp/B07B41WS48/ref=as_li_ss_tl?ie=UTF8&qid=1547031484&sr=8-1&keywords=2600&th=1&linkCode=ll1&tag=xm3a06-20&linkId=f19530a6faea3ad04fec73ebf91ed19a&language=en_US
ASRock ATX Motherboard (B450 PRO4) - https://www.amazon.com/ASRock-ATX-Motherboard-B450-PRO4/dp/B07FVYKJHR/ref=as_li_ss_tl?ie=UTF8&qid=1547031496&sr=8-9&keywords=b450&linkCode=ll1&tag=xm3a06-20&linkId=4e6e93208852dcf43ff6ab82d5d6fd6b&language=en_US
Corsair Vengeance LPX 16GB - https://www.amazon.com/Corsair-Vengeance-3000MHz-Desktop-Memory/dp/B0134EW7G8/ref=as_li_ss_tl?ie=UTF8&qid=1547031520&sr=8-4&keywords=ddr4&linkCode=ll1&tag=xm3a06-20&linkId=74d205c5056b76f4b17388dcced5985f&language=en_US

Before buying check that your case can fit an ATX motherboard.
Total: 365$

You shouldn't upgrade to a GTX1060 6GB because you have for almost 100$ less the RX580 8GB which is better: https://www.newegg.com/Product/Product.aspx?Item=N82E16814930002&ignorebbr=1&nm_mc=AFC-C8Junction&cm_mmc=AFC-C8Junction-PCPartPicker,%20LLC-_-na-_-na-_-na&cm_sp=&AID=10446076&PID=3938566&SID=

Yes its unusual.. its the 4 gb. Yes its fit the atx. I have atx now.. i had read a lot tests etc about 2600 intel 7700 etc . I dont know is it worth to buy only 2600 ? Will it worth to change half of my pc? How much will be the difference..
In most games i see gpu bottleneck, i have only bottleneck cpu and vga both in BF V so its weird ..
Maybe the software show it wrong?

The 4gb is not a very good card for something like BF V because the game uses a lot of VRAM and you simply don't have enough, also the game needs a good amount of fast CPU cores that again you don't have with your CPU, the 2600 is a better buy than the 7700 every day of the weak.
