Should I buy, or is it fried?

Alright this guy is selling his mobo on craig's list, it is an Asus K8N-E Deluxe. Here is what he says:

This Mobo is sweet! However It died on me somehow. I am pretty sure it was my power supply. I got a new power supply and Mobo since then (same Mobo) I am not 0 sure it is the Mobo. I don't have the Diagnostic hardware to find out. If you want to take this on, it’s all yours. It was new enough to be exchanged. However I lost the proof of purchase. It comes with all the original crap. Everything.
If you are interested, please respond with phone#. Thanx

I have had several techs tell me $25 is a fair deal. It was the Power Supply that went bad... taking my Mobo and cd-rom with it. The board doesn't post when its turned on, and doesn't smell fried. Let me know...

I don't know much about how mobo's get fried, or if it is likely several techs told him $25 is a fair price (who would he ask that would tell him this?), or what it is that would cause it not to post if it is still a working mobo (something just need to be reset)?

Well if any of you smart fellows out there know what the problem likely is or could be, and have advice as to whether to snag this or ditch this, please let me know ASAP! Thanks,

Go the 939 route instead (as in your cpu post) That's an agp mobo anyhow.
The guy may be dumb enough to get a mobo, when his psu goes, but probably not. Do you really want to spend the money on a chip, and maybe have to buy a different mobo anyhow?
 
well this would be besides the point, I wouldn't get this for my upgrade... just cause if it wasn't actually broken it would be a pretty good deal. Could sell it for more when building a system for someone else.

For knowledge's sake, what do you think of the situation with that motherboard - if its busted, if not how to fix, what happen and why (with the limited info at hand).
