My rx580 8GB never fills up its vram, and yet the system uses about a gigabyte of shared GPU memory. Should I forcefully disable shared GPU memory, or is it fine to leave it as it is?

Solution
Oh yes, I do have an iGPU. I have the AMD 3400G.

I've been using my system without a graphics card. I just bought the rx580 yesterday.
The Ryzen 3400G has integrated graphics chip.
You could enter the BIOS/UEFI and disable the Ryzen 3400G iGPU.
If you cannot disable it, you could manually set a lower amount of RAM.

Besides the RX 580, it looks like you have an integrated GPU (iGPU).
You could disable the iGPU and claim back the shared memory.
Which CPU do you have?

Don't try to turn off vram in the bios, it won't help you with anything. If you are playing at 1080p you will rarely ever push past 3-4GB video card ram used when gaming unless you buy a monitor with 1440p or higher resolution or use high resolution texture packs to increase texture quality.
