2080ti hands down.

SLI is not supported by every game, works poorly, requires a lot more PSU, and is a dying technology.

As for when the price will drop, that is not predictable. When Nvidia releases new GPUs. None are on the horizon.

I always recommend single card, SLI gives almost always problems and isn't supported by every game.

I think that it won't drop significantly at least until the next generation GPUs from NVidia come out with a card that's faster than the 2080 Ti.

If you don't mind Ray Tracing, you can always get GTX 1080 TI for some decent money. Here in the Netherlands you can get used GTX 1080 TI for 340 Euros (380 dollars).

What is your objective?
If you are looking for record setting synthetic FPS competitions, then sli GTX2070 is the way to go.
If you are looking for a better gaming experience then a single RTX2080ti is the better way to go.
dual gpu is prone to stuttering and screen tearing.
Many games do not support dual gpu.
With a RTX, you get additional ray tracing options.

Yes, the top dog of graphics cards will command a premium price.
No end to that in sight until there is an even better card available.
If price is no object you could look at the TITAN RTX.

If budget is an issue, the RTX2080 SUPER is worth looking into.
