[SOLVED] Should I upgrade cpu or ram?

I’m looking to upgrade my gaming computers to have more stable FPS but I don’t which way to upgrade it. I have currently 2 options which is to get a better cpu or get more ram. here are my specs
Intel i7 930
Ddr3 12gb speed 1066
And my motherboard is a p6t deluxe v2.
im trying to get 24gb of ram or an Xeon x5690 . Which one is better?

My cpu is usage is 100% while my ram is near 60%
The x5690 would be the best way to improve performance as it would have more cores and faster single thread performance:

But depending on how much a x5690 will cost, a route that would get you better performance overall would be to move to the lga1155 platform cpus--2500k, 2600k, 3770k as off lease systems can be had for well under $100 and your existing ram and other components could just move over too:

It really depends, i could like to recommend you to check the usage of the current CPU and RAM, and see which of them is close to the limit, and then replace that one.
