My brother built me a computer in 2014. Since then I have upgraded almost every aspect of it except the CPU. I have a gamerock gtx 1080, NZXT water cooling, samsung SSD, 8 GB ddr4 RAM, but I cannot for the love of god get normal performance in games. A 1080 should run everything amazingly since I have a 1920x1080 144hz display. Can't get more than 110 fps in rainbow six siege or more than 70 fps in the division 2 (both on ultra settings). I think that the problem is my processor not being powerfull enough and bottlenecking. I've got my trusty i5-4670k, it's a very good processor but I see these fps drops in almost every new AAA title with gorgeous graphics. I really want to experience the full 144hz in all my games cause I know I can. My brother disagrees with me, he says that the problem is my PC which makes no sense since I always update it and check for viruses regularly (kaspersky antivirus). My questions are: Should I upgrade my CPU, or could something else be the problem here?

Most likely it's a CPU bottleneck.

i5 is a 4cores/4threads CPU, which won't be enough for 144fps in modern games.

Try to download msi afterburner and check in game what's the CPU and GPU usage. Probably it will be about 95-100% on CPU and not a full load on GPU.

I had similar problem to you... I had i5 4670k and gtx 1070 ti. I saw cpu bottlenecking my gpu and when i counted the total cost of all thing I needed to upgrade my pc, I wasnt too happy. cuz socket 1150 cpus are hella expensive. for example I checked Chraiglist and stuff and I found i7 4770k for 350 bucks. then I decided to look up for upgrading to 1151 socket mobo. Welp that wasnt the thing... cuz then I would need to upgrade my cpu ram mobo and windows... which would be around 500bucks. Then i found ideal solution for me. I sold my pc on chraighlist for 900 buck and now I am building a new pc. So you might concider selling your pc and for examle keeping gtx 1080 cuz its not the problem. So my advice is to sell the mobo and additional stuff... cpu cooler, ram etc. and build the base from start cuz now you can buy a i5 8600k for cheaper.. here is user benchmarks> https://cpu.userbenchmark.com/Compare/Intel-Core-i5-8600K-vs-Intel-Core-i5-4670K/3941vs1538

You were right. I downloaded the msi app and it shows 100% CPU usage and 75-80% GPU... It seems that the CPU is bottlenecking. Any advice on which CPU to upgrade to? My budget would be a maximum of $300 since the stuff you can actually buy in my country is always 25% more expensive than the american price.

If You can afford that, You can go ryzen 2600 with some b450 mobo and 8-16 gig of ram.

If not, maybe You could buy used i7 4770K and sell Your i5. Overclocked 4770K won't require changing a mobo and should be good enough. (it makes sense only if You can get one cheap, like 100-150$). Also additional 8 gigs of ram wouldn't be bad.

One more question: Have You overclocked Your i5 CPU already?
GPU usage is almost at full, so if the CPU is still on stock clocks, You can overclock it a bit (like 0.6-1 Ghz more). That should give You some boost, if You have a good CPU cooling of course.

Whatever You choose, at this budget, You rather won't be able to hit 144fps in modern games. It's rather about making use of 100% of this GPU.
