I noticed that I'm getting 100% cpu usage playing games like cod Cold War and that I am only getting around 60-90 fps while playing. I recently upgraded to a gtx 1660ti and installed 16gb ram and feel like I should be getting more frames. I do not know a lot about cpus or really a lot of the pc part stuff so I don't know whether or not I am getting a bottleneck or what's going on. Is it worth it to upgrade to a cpu that would give me better fps and if so what cpu should I upgrade to? I would also need a new motherboard as mine is not compatible with a lot of the newer cpus.

Solution
any 4c/4t CPU will have high CPU usage, no ifs ands or buts.

(It's mostly the minimum FPS that take hits with quad core/quad thread CPUs)

The 1660Ti is a very good 1080P card, and, certainly your i5-7500 undoubtedly leaves some performance untapped. (Really no where to go on 100/200 series boards, as the 7700K, the final stop on those mainboards, is overpriced, often costing more than an R5-3600, which, along with a compatible B550, is what you'd likely want to be looking at if the R5-5600X is priced to high at $299)
