I currently have a GTX 1060 6gb GPU and an I5-4670 (not the k version so no OC)
My motherboard is a Gigabyte GA-H97M-D3H so the most powerful CPU I can get is the i7 4790k before having to get a new motherboard then a new CPU.
Should I buy the i7 4790k for 420 Canadian and just switch motherboard and CPU?
I also like streaming and making youtube videos.

$420 canadian dollars is like $320 dollars. It makes so sense to spend that much money. Your motherboard is H97 so it can not overclock, so if you want, buy a used one i7-4770 or i7-4790 (Not k version) on ebay. I don't think I want to spend more than $100 for it. Here are the price of recent sold item on ebay so you have an idea how much to pay.

If you like streaming and making youtube, I think at this point, maybe you should consider atleast 6c/12t like AMD Ryzen 3600. AMD will be releasing Ryzen 5000 next month. If you want Intel, consider Intel 10th gen...

For $320, you could get Ryzen 2600 (6c/12t) for $140. $180 left for motherboard and 16G RAM DDR4.

Honestly my man with that money you could actually sell your system and build a newer and better system like a Ryzen 3 3100, 16gb DDR4 memory, GTX 1660 Super and pretty much use any B450/A520 board (since PBO does work for the A series boards and has been proven on YouTube with a A320) and the only reason why i am suggesting the R3 3100 is because right now it is on sale at Canada Computers for 139$ and performance wise for gaming i have seen performs similar to the R5 2600 (just uses more CPU performance cause 2 less cores and 4 less threads).
So you would have a powerful enough system to last a long time and remember this as well for the up coming game Cyberpunk 2077 if you are planning on buying that one the game does recommend a R3 3200G which is a 4 core 4 thread APU and the R3 3100 is a 4 core 8 thread CPU and performs better so you would also be able to play that game at the high settings for streaming and making YouTube video's if you make that kind of content.
