shut down... no restart

Just done a clean install of xp, you know driver problems and for some reason now i cannot shut down only restart, both the shut down and restart buttons(in the start bar) do the same thing, restart.
HELP does anyone know how to sort this out??

Thanks it appears the culprate was indeed roxios easy cd creator.
I unistalled it and now windows shuts down fine
