Simple Internet Question

Sorry for that title i'm not sure what to put there.
Okay so say I am getting 10mbs down and 1mbs up. Would that 10mbs split between all of the devices connected, or would all of the devices get 10mbs? I am signed up with my provider for 10mbs, but I only ever get 2-4mbs. Is there a problem or should it go back to normal?

All the machines share the 10mbs.

How are you measuring the 2-4?

I am getting the 2-4mbs from the speakeasy speed test. Sometimes it's 2.5 or maybe 4.2.
