Question Single core clock lower than all core clock

Hey guys,
recently i updated my bios and reapplied the exact same oc as on the old bios version. The oc is currently set to 4.4ghz with offset voltage and all c states plus power saving features enabled. The cpu therefore is able to downclock when needed.
Doing some stability testing and benchmarking i noticed that my single core speed was worse than before. Afterburner revealed that my boost clock was 200mhz lower than the oc i set up in the bios. Testing with prime95 26.6 i found out that this behavior prevails up to 3 core utilization. As soon as 4 cores+ are stressed the cpu clocks to the max oc and holds it stable. There is no thermal throttling/power throttling involved!

Switching the power plan from balanced to high performance in windows eliminates the issue. Note that i did set the minimum clock to 5% as it is in balanced to allow it downclock.

My specs are:
CPU: 3930k
Cooler: Thermalright Grand Macho RT
Mobo: Asus Rampage IV Formula
Ram: Panram Light Swords 2400mhz DDr3
GPU: Palit 1080ti SJS
Bootdrive: 840evo 250gb
OS: Windows 10 Pro

Anybody has a clue where the issue lies?
