Skylake OC I5 6400 with Cooler Master Hyper 212 EVO

I've built this computer:
Processor: Intel I5 6400
Motherboard: MSI Z170 A PRO
Case: BitFenix Nova
PSU: Evga 500w 100-500kr
RAM: 2x4gb Hyper X Fury Black
GPU: Putting a RX 480 in when it comes out.
Storage:
Kingston 120GB SSDNOW
500GB Seagate Barracuda
Cooler: Cooler Master Hyper 212 EVO
I have three 120 MM fans in the case, 1 in the back, two in the front.
The temperature in the room always stays in the low 70s, high 60s (Fahrenheit).
I'm on the latest BIOS which allows NON K skylake overclock.
I plan on keeping this same setup for the best three years-ish so I don't need a OC that'll decrease motherboards and processor health.
About how much can I increase the CPU frequency and voltages (I know it varies from processor to processor and it's more of a luck of the draw thing) for a stable OC.
