Skyrim on M14x r2

I recently purchased an M14x r2 and did a clean install on it after about 2 weeks. After having done the clean install, Skyrim has been stuttering when I pan the camera horizontally. I followed a guide on this website that instructed how to install driver in the correct order ect.

I did not have this problem before doing the clean install. Turning all the settings to low seems to get rid of the problem.
