I've noticed an improvement alt+tabbing and then going to task manager to set the tesV process to priority high. The only annoying bit is having to do this every time I start the game. (You could set the steam app to high priority and it then delegates it down to apps dependent- including skyrim)
The difference in fluidity was very noticeable. I hope this helps other people. Also I noticed tinkering with settings really didn't affect performance so much for me. I have it set to Ultra, with no AA but I do have FXAA checked in the advanced sub menu (this was the only setting that gave a small fps deficit between tinkering- When I had playable results with Ultra I just stopped caring about tinkering with the settings so much).
The lowest ive seen in fraps is about 29ish, average was hanging around 45 and max at 60.

955 Deneb @ 3.6 (stepping 1)
16 GB RAM @ 1600mhz
Radeon HD 6850 OC 900 mhz (Driver 11.10)
