sleeveless cable kit

I see lots of motherboard pictures, showing off nice handiwork with cable-routing. The cables have no outer sleeve, just the (colorful) insulation layer. Are these cable kits something more than normally sheathed cables with the outer sleeve removed? Is the insulation layer thicker or more robust in some way? I am not close to a computer brick-and-mortar shop, so I've never seen them in person.

These flat cables still have the meshy sheathing over the rubberized insulators?

Thanks, I'd never seen a picture that showed the mesh clearly. I thought it was exposed rubber. The purple set shows the fabric really well.
