It might be, im not 100% sure. Have your tried setting a custom fan curve in MSI afterburner? that could fix your problem and just have it run on windows startup.
not normal, although check if both are used. it is possible the game you are playing uses only one so the other one doesnt need cooling thus doesnt spin up. if both are used and running hot and its not spinning something is fubar.
I am pretty sure that if the cards are under a certain temp the fans will shut off entirely, because of this it's likely that the top cards fans will stay on while the bottom cards are off(at least during idle).
What happens in games?

Temperatures are fine and games run flawlessly I'm having other problems with my PC that I posted in the component section about case fans, but other then that I dnt notice anything wrong with my GPUs 40 degrees - 55 degrees idle 72-74 while gaming. I just thought it was weird my second card wasn't spinning. Maybe it's me.just being paranoid since I put a lot of money into this PC.

Do you have non reference cards? This is the thermal control alot of the aftermarket brands are applying on the cards to eliminate the fans from running until they hit a certain temp (60C). Your top card is going to be hotter in SLI configuration, hence why the fans are spinning. Your bottom card probably is staying below this threshold. I would set a custom fan curve for both cards as SLI generates alot of heat. Your bottom card can help with airflow by having them on a low setting if necessary. However, you will notice your fan kick on once the card reaches that point.
My 980TI SLI setup stays generally within 10C of each other with the bottom card being the cooler one.
