Slightly blurry screen and text

So every since I built my computer over a year ago I had a blurry screen. I did many things to try and remedy my problem including exchanging the graphics card using my warranty with the manufacturer, reinstalling the operating system, uninstalling and reinstalling drivers performing a clean install every time, re-seating the GPU and putting the it in different PCI-Express slots, replacing the motherboard, ensuring that the dpi is set to 100% and that clear text is enabled, and ensuring that the display is at its native resolution. I am using the two monitors one of them is a ASUS VG248QE while the other one is a ASUS PB278Q.
My current set up is a EVGA GTX 980 SC ACX 2.0 at stock speeds,INTEL I7-4790K at stock speeds, ASUS Z97-A USB 3.1 motherboard with XMP enabled, CM Storm Trooper case, 16 GB ram 2133mhz, EVGA Supernova 750 watt Gold power supply.

I have images comparing my older pc that has a EVGA GTX 670 FTW and the newer PC on the pb278q monitor.

What could be causing the blurriness on the second PC?

Standoffs come in different heights. As long as you use all the same height you're fine.

You could try for shits and giggles to assemble outside the case as already mentioned.

I am thinking it is software related and has to do with DPI scaling. Also your pictures don't really show the blurriness. Pics are a bit too zoomed in to show any detail.
Well you did the obvious of using the native resolution and enabling clear text. Some things to consider:

- Your cables. Swap the HDMI cable and try a different port such as VGA, DVI, or Displayport.
- Lighting such as fluorescent used to affect CRT. I doubt it could affect LCD.
- Also going 1080p on a 27" is know to produce blurry text. You want 24" for 1080p and 27" for 1440p.

So it's the 27" 1440p Asus on the new computer that's the issue? Check the monitor settings, but it should be crystal clear.

Asside from searching google for an answer myself I don't know what else to check.
 
the monitor i showed in the image was a 27" 1440p IPS, i have another monitor that is 24" 1080p TN that I did not show but it still features the same blurriness on the 980 PC but not on the 670 PC. I used the same cables for both images. Do you have any other ideas?
 
Too add when seating the motherboard in the case i noticed that near the back of the case where the ports go in the the standoffs made the motherboard bend. I screwed in every standoff in and even got a new set of the same size standoffs because i did not like how the ones that came with the case scratched the motherboard because of the screws were rigged at the bottom(and those were the only screws that fit correctly in the standoffs). It seems that my case is setup where when standoffs are not completely even and are a little lower near the back of the case .I do not know if this could be the issue or if that bending near the back is normal but i noticed that near that spot the gpu is slightly out of the pci slot, but i could be wrong. However I took no note of it due to the fact the pc turned on and it displayed a image. I also have not noticed any blue screens or system hangs associated with a damaged motherboard.
 
The standoffs should all be the same height, and not lower near the back of the case, so I don't know what is going on there. You may want to take everything apart, and re-build the computer outside of the case on a non-conductive surface (like cardboard). Then you can see if the GPU seats properly in the pci slot, and if the blurriness goes away.

Edit: And to start the computer outside of the case you will have to momentarily touch the 2 pins on the motherboard corresponding to the front of case power button with a small screwdriver, unless the wires are long enough to connect to the motherboard while out of the case.
 
Ok ill see what I can do to try and get the standoffs on the same level. When building my computer the ensured that the standoffs were in the correct place the the motherboard manual described and the case manual described. Even with the standoffs that came with the case the standoffs near the back ones were lower. Should i not screw the standoffs in the back all the way in so they properly align with the the other ones, or should I only screw in only the top back standoff which is on the same level and leave the remove the lower bottom two standoffs. Is my motherboard damaged? I took it to some pc shops and they said that all my components tested fine but I am worried that the incorrect aligning of the standoffs could have damaged the board.
 
You might be able to get away with removing the lower bottom 2 standoffs that are not at the same level as the others. Just be very careful not to flex the board too much when plugging things in. You can support that portion of the board with your free hand. If it works fine outside of the case, you will know that the board is not damaged. I have installed motherboards without all of the required standoffs, due to stripped out holes and have not had a problem. But I don't have a massive GPU or anything else. Once you take everything apart, look around for some alternate holes in the case that would line up with holes on the motherboard, even though you said you followed the directions in the manuals (perhaps they had an error).
 
After looking up both your motherboard and the case, they are both ATX form factor, so that is not the issue. I thought that maybe you were trying to put a mismatched motherboard and case together, and that was why the standoff holes were not at the same level, but that is not the case.
 
hmm so after I took the pc apart i put a hardcover book on the standoffs and found that it does not tilt on the back but tilts from the top to the bottom meaning something is going on with either the top standoffs are two high or the bottom standoffs are to low.
