Slow boot time

Not sure if it's problem with windows or PC but didn't find better place to post.
PC takes average 2 mins to boot. In the first time the screen was black (no signal) for 2 mins and then windows was on but after trying to solve this and changing settings in BIOS/Windows instead of 2 mins wait on black screen I see now a screen with HP logo on it for 2 mins and just then Windows is on. I tried to switch for another SSD that works perfect but that didn't work.
Hope someone will be able to help, if bios settings will help ill post them

P.S it only happens when I start/restart the PC if I put the PC on sleep and then turn it on it will boot immidietly

It's a 256 SSD Sandisk.

For specs i'd suggest Speccy because that screenshot shows CPU, OS and RAM but not a lot more.

Just to let you know what on Task Manager-->Startup BIOS TIME =10.4
But again, whenever I start/restart I see a HP logo for 2 mins and then windows start.
