Question Slow export time in premiere pro

I am using Adobe Premiere Pro CS6 on my machine. My specs:
Ryzen 7 2700
16GB Ram 3200mhz
256gb SSD
2TB HDD
RTX 2060

I edited a 1 min clip and try to export it at 1080p 60fps, bitrate was 32 and max was 40 which was default, use max render quality was enabled and i started the export and it took around 30 min and when i see CPU usage it was around 20-30% only. I then try to export same file with use max render quality disabled and using both bitrate 16 and when i start export it finishes in 1 min at 80% cpu usage.

What can be best settings so that i get max quality in reasonable time and also cpu usage is around 90%

And can i force premiere pro to use 90% cpu when i enable use max render quality and set bitrate to default

Check if in "General Settings" the config for "Optimize rendering for" is set to "Performance", not "Memory"
