Slow pc

I got this used pc today. Its pretty slow while surfing on internet.
I also tried to play League Of legends and sadly got stable 15-25fps
i have downlaoded latest videocard drivers.
Specs:
Windows Vista buisness (going to upgrade to W7 Home premium)
MSI GTX 560
(Dual) intel xeon 3.60ghz
2 Gigs RAM memory (getting more soon)
1000w POWER SUPPLY
64gb C disk (thats where OS is)
1tb D (pretty much empty)
Just wondering could you bros help me with this comedown of this pc =(

What kind of video card? Before you get win 7 I would also get more ram.

What do you mean by slow when browsing? Like it lags when browsing or the speed is slow?

you dont have a pc someone gave you a server. vista and that ram not going to help that server run fast. i would start off by using cpu-z and reading the mb info of the server then going to the server mb web site or intel and start with the newest mb chipset drivers. (when you install the new os). also have on a usb stick or cd the network and video drivers so you can get back online and download any other drivers you need.

for example i scroll down a snap it has delay and its laggy and if i put youtube video 720p framerate of that video drops.
